With appropriate hardware you can use Chipcard Master - chip-card reader and analysis software - to read your EC-, mobile- and other cards.

Chipcard Master 6.86 reads data from EC-, mobile- and other cards, shows accounting data on a money card and verifies the functionality of cards. To be able to read the cards you'll need to have a reader with CT-API-interface.

The software allows you only to read data, not change it - too bad.
